In most legal cannabis markets, including Montana, a vape is generally considered high THC when it contains:
- 70% THC or higher → High potency
- 80–90% THC → Very high / ultra-potent

By comparison, most cannabis flower ranges between 15–35% THC, which means even a “moderate” vape delivers significantly more THC per inhale.
Because vapes use concentrated cannabis oil, the effects can hit faster and feel more intense than smoking flower. However, a vape high is different from a flower high. Just because a cartridge has a higher THC percentage doesn’t necessarily mean you will feel more elevated.

A 72% THC vape with calming terpenes may feel smoother than a 65% vape formulated for stimulation.
